The migration decides where your Serengeti nights should be. It does not decide whether the park has wildlife. Resident lions, elephants, and plains game are in the park in every month. What changes is whether you are near the herds. Book the region after you know the month, not the other way round.
How Kilita plans it
If you fix a northern-Serengeti lodge for February, you may be far from the calving herds. If you fix Ndutu for September, you may miss the river.
